The present study addresses itself to the task of an objective analysis of current dissatisfaction with Centre-State financial relations in India. A description of the basic nature of this dissatisfaction is followed by theoretical underpinnings of federal financial relations and a bird’s overview of the relevant constitutional provisions regarding federal resource transfers in some other countries. Underlying causes of the malfunctioning of Centre-State financial relations in India, which have created a vicious circle of their own, have been analyzed with reference to our constitutional provisions and an assessment of the attitudes and roles of the Finance Commission, the Centre and the States. There is a detailed discussion of the working of the Finance Commission which, according to the findings of this Study, is the point from where corrective measures should start. Analysis of the system in operation is highlighted with that of specific problems like mounting indebtedness of the States to the Centre. There is also a discussion and specification of corrective measures indicated by the findings of the factual analysis of the system and its working.

Many claim that, in principle, psychology is restricted to establishing weak equivalence. Weak equivalence is equivalence with respect to input/output behaviour. Therefore, measuring behavioural data is unable to establish equivalence at the level of functional architecture. Behavioural studies are indeterminate with respect to strong equivalence. This issue is of importance to cognitive psychology because, if true, it implies that cognitive psychology cannot generate insight into cognition without importing knowledge based on non-behavioural observations from other disciplines.

In 2008, a recession throughout the industrialized world was suggested by several important indicators of economic downturn. Contributors to this downturn included high oil prices, high food prices and a substantial credit crisis leading to the bankruptcy of large and well established investment banks as well as commercial banks in many nations around the world. It was argued that huge increases in commodity prices came as a consequence of extended period of easily available credit and the primary cause of the downturn was exceptionally financial. This crisis has led to increased unemployment, and other signs of contemporaneous economic downturns in major economies of the world. In December 2008, the NBER declared that the United States had been in recession since December 2007, and several economists expressed their concern that there is no end in sight for the downturn. The recession could be the worst since the Great Depression of the 1930s. The decade of the 2000s saw a global explosion in prices, especially focused in commodities and housing. The commodities boom, in which the prices of primary commodities rose again after the late-twentieth century commodities recession of 1980-2000. But in 2008, the prices of many commodities, notably oil and food, got so high to cause genuine economic damage, threatening stagflation and a reversal of globalization. In January 2008, oil prices surpassed $100 a barrel for the first time, the first of many price milestones to be passed in the course of the year. In July, oil peaked at $147.30 a barrel and a gallon of gasoline was more than $4 across most of the U.S.A. These high prices caused a dramatic drop in demand and prices fell below $35 a barrel at the end of 2008. The food and fuel crises were both discussed at the 34th G8 summit in July.
Many libertarians, including Congressman and former 2008 Presidential candidate Ron Paul and Peter Schiff in his book Crash Proof, predicted the crisis prior to its occurrence. They are critical of theories that the free market caused the crisis and instead argue that expansionary monetary policy and the Community Reinvestment Act are the primary causes of the crisis. However Alan Greenspan himself has conceded he was partially wrong to oppose regulation of the markets, and expressed “shocked disbelief” at the failure of the self interest of the markets.

There is enough justification for the assumption that while the family planning programme must be quickened in pace, other nationwide synergistic social and economic programmes must be intensified simultaneously to obtain greater mileage out of the programmes of population control. Without such concurrent, supportive measures the success of population control as a one-shot measure, operated however vigorously over a short span of time is very likely severely to backfire, as indeed it did in the beginning of 1977.
Measures to improve the quality of population to the point where the support for tight control measures could be easily generated, are inexpensive and possible at the present level of India's economic development, provided the ground is cleared for greater public involvement in the welfare and economic programmes through greater vertical decentralisation and horizontal spread. The country would never scrape up the financial and other resources to achieve all these targets within the foreseeable future if the programmes continued to be based on standard governmental norms of expenditure, outfit and per capita performance, but could possibly overfulfil the targets if the right type of motivational and organisational effort is mounted to build up on the social deployment of surpluses of human energy and enterprise for community needs.

The book seeks to examine the reforms in three individual segments of Indirect TaxationóCentral Excise, Customs and Service Tax. These together constitute 60% of the total tax revenues in the country. While the three taxes are all indirect taxes, the dynamics of reform in each of these individual segments has been different. The book seeks to examine the tax reforms in each. These reforms have influenced the fortunes of a large number of manufacturing sectors. However, in respect of two Petroleum and Textilesóthe influence has been significant. In two separate chapters, the past impact, the present changes and the future course of action have been outlined. The book also has separate chapters on Central VAT and the proposed State VAT.
The book is structurally divided into two parts. Part I deals with the past and present reform measures, while Part II examines the future course of indirect tax reforms. The book argues that tax reform is a ìWork-in-Progressî. Expansion of the tax base is an important theme in all the chapters. One immediate fallout of the tax reform in India has been the declining tax to GDP ratio, but this may improve with policy initiatives to widen the tax base especially in the area of Service Tax, phasing away of indirect tax exemptions and nationwide implementation of State VAT.
The book also looks at the indirect tax administration. Design of a modern tax administration is extremely important to make the tax administration more assessee friendly and revenue efficient. By laying out a road map for the future, the book offers useful suggestions for indirect tax reforms to the policy makers..

Gupta has written extensively and taught courses on Agri-Input and Output and Cooperative Organisation. He has been consultant to several world organizations like FAO, Rome, International Rice Research Institute, Manila. He was Coordinator of several international Management Development Programmes in Fisheries, Paddy-Rice System, and Dairy.
